Ellen leads Institute teams in evaluation, research, and policy analysis related to college readiness and data-informed decision-making. Her primary research interest is the central office’s role in reform efforts. She also is an assistant clinical professor in the Education Department at Brown, teaching Research Design and Methods in the Master’s in Urban Education Policy Program. Ellen holds a B.A. in political science from Boston College and an M.S.Ed. and Ph.D. in education policy from the University of Pennsylvania.
